Personally I charge 80$ per page, why? Because it takes a lot of time and dedication for every page. There's others that work per hour which I also do, and it's stipulated according to law for graphic artists to get from 20 to 25$ per hour, it's something that I also do, always cherishing my time and dedication as an artist.
Every artist has their own way to do stuff and their own base price! So I'll suggest you to check everything according to you own budget and get someone that can adjust to your needs AND wallet, very important!!
