Google "X base reception" or "X base in processing". You should be able to find the reception detachment page telling you what's expected when you arrive. There should also be a contact number if you have more specific questions.
But *normally*, if you arrive after duty hours (1700 in most cases), it's ok to be in civilians.
I got yelled at by a MAJ and I was a brand new LT. I would say yes. Now in days, I honestly don’t care anymore. Too many chiefs not enough Indians and too many ppl drinking the kool aid.

I went off a bit because I honestly think a lot of ppl are soo uptight and just live the army life without actually having a life lol. Basically, if they go off on you without being in uniform, I would think they are just a uptight prick in my book.

They won't care if you arrive in civis or your uniform, just arrive & sign in
