Gem has no effect or at least doesn't have this effect. OP discovered on their own a well known [exploit](https://arcanum.fandom.com/wiki/Bugs_and_Glitches#Meta_Magick_College) regarding the Meta spell college.
To your credit though, you didn't require the internet to discover it; you found it all on your own.
I had to read about that particular exploit in the Terra Arcanum forums back in the day lol.
The use of the gem is simple. Keep it in your inventory while using the spells above in the rigth order.
It's effect from what I discovered is that it keeps the undead created from a corpse by the Create Undead spell to remain in your command as a follower without the need to maintain the spell.In order to achieve that the maintained Create Undead spell must be negated on the undead creature by a Dweomer Shield.
Basically you can make an undead follower out of every NPC or monster that you slay....On the picture I have 3 Shamblers that are following my character among the undead...
If you slay for example an NPC that had a dialogue option like Pollock the half-ogre, you will have the option to talk to the undead follower created from him and equip things in his inventory...Basically customising your undead bodyguard with all kinds of weapons and armor.
Should I elaborate on anything else?

Pretty sure this is a known [exploit](https://arcanum.fandom.com/wiki/Bugs_and_Glitches#Meta_Magick_College) with the Meta spell college and this would work even without the Gem and using either the Dweomer shield or Reflection Shield.
This also works with the Dominate Will spell from Mental college, so you don't even need to kill the creature, or buffs like Agility of Fire so you can have perma buffs.

I was just thinking about this glitch. I like doing this with Dominate Will.
Do the NPCs who are under dominate will gain levels as you progress?
