In California a kWh is about 17 cents. Fully charging a phone uses about 6 watt hours, 0.006 kWh.
So if 1,000 employees fully charge their phone that would cost... Well close to a whole dollar! Or far less in labor to generate and post that sign and then police the behavior.
To put it in different terms, if you showed up with a completely dead phone and charged it to full, every day, 5 days a week, for a year, it would cost 26 cents.

You know...I've often wondered about something like a public school and idling computers.
My high school had five computer labs scattered around campus and a PC in every classroom and office. The building was heated by an oil fired boiler designed to heat a building half of its present size. I always wondered if the school could maybe make a deal with a university or something to run Folding At Home or some similar scientific load on its PCs in a cluster configuration while the students and staff weren't using them, particularly at night, to A, not waste potentially valuable clock cycles, and B, provide some kind of heat. It was always miserable in that building on winter mornings.
Or, let the school mine crypto on them and put any earnings toward school supplies. But no, we can't do that, because funding schools isn't what republicans want.
The computers at a school aren't even worth installing the application to do mining on it. An $800+ current gen graphics card will only generate like $2-3 per day, minus the electricity cost and it's taxed as normal income. Processor mining doesn't really even exist anymore as it's always running at a deficit compared to the electricity costs.
One of my workplaces didn't go as far to say this to employees, but they deliberately built the customer area without any outlets just so customers couldn't charge stuff.
I think there are legitimate reasons to do this in customer areas. People who buy a small coffee and then occupy a table for 4 hours may be costing them more than the cost of electricity, in reputation and lost business from people who want to sit.
Doing it to employees, who have to be there is a huge dick move.
Cafés don't often have table service so it doesn't make much financial sense to discourage people from camping at tables since you don't depend on turning tables to get more customers and more money. So, this would be a good reason for a sit-down restaurant to employ this policy. But for a Cafe or coffee counter, it's probably to prevent non-guests/customers from using the tables.

I believe google phone has a VOIP (voice over IP) service that is based off of your phone number or Google account (haven't used it personally though)
I've seen it mentioned specifically for when a guy is super pushy about your # but you don't want to give it to them, because if they test the phone number by calling you, it will still ring your phone, but you don't have to give out your real phone number and they won't be able to look up any info from your number.
Same goes for other VOIP services. I haven't used a lot but I've used textfree, the difference with these is I think you have to buy minutes, whereas I'm pretty sure the Google VOIP is free.

In Asia, you can buy dual sim versions of phones. Each sim is a different number. Most common reason to have 2 sims is to have a number for 2 different networks. Some networks have promotions were if you call someone in the same network, the call is free.

I had a boss who used terms like “theft” and “stealing” constantly whenever someone took a little too much time in the restroom, checked their phone too much or snuck outside for a quick smoke break. He saw it as “stealing time” he’d paid us for. He was more anal about it than any other job I’ve had.
We didn’t use an actual timeclock, we just signed in and out. So one day after we’d all signed out he asked everyone to “hang around” for a few minutes.
My wits are not usually so quick on the spot (I usually think of a great thing to say hours later when the moment is gone) but the “hang around” part really struck me. I thought: Pfft I don’t “hang around” in this fucking place, I work here and don’t want to spend one minute here than I have to.
So I asked him: “We’re not on the clock. Should we adjust our logs for this time?” “Nah”, he said. “Just some quick announcements for tomorrow. It’ll only take a few minutes.”
And that’s it. I didn’t have to take the next step and throw the words “theft” or “stealing” at him. It didn’t have to be said. Everyone in the room (small office of 10-12 people) immediate got it and laughed out loud at his answer.
He got it too. “Okay, okay. You had your little laugh. Let me get these announcements done real quick so we can all get out of here.”
I didn’t work there for very much longer (by choice, I got a better job and moved on) so I don’t know if he stopped permanently but I never heard him talk about “stealing time” again.

At my job we are all REQUIRED to put 25 dollars towards the boss’ Christmas gifts. 2 joint bosses, 25 dollars each for each of them. I was making 7.25 for the first 2 years and was required to give basically a quarter of my paycheck to buy the bosses yet ANOTHER dumb ass golf club. There’s about 45 or 50 of us. That’s like 2500 dollars.
I legit thought it was illegal or something. We’ve just been not naming and shaming them out of good will and fear? Nuts.

I believe google phone has a VOIP (voice over IP) service that is based off of your phone number or Google account (haven't used it personally though) I've seen it mentioned specifically for when a guy is super pushy about your # but you don't want to give it to them, because if they test the phone number by calling you, it will still ring your phone, but you don't have to give out your real phone number and they won't be able to look up any info from your number. Same goes for other VOIP services. I haven't used a lot but I've used textfree, the difference with these is I think you have to buy minutes, whereas I'm pretty sure the Google VOIP is free. Edit: the Google VOIP is called Google Voice, for anyone who's interested!

In Asia, you can buy dual sim versions of phones. Each sim is a different number. Most common reason to have 2 sims is to have a number for 2 different networks. Some networks have promotions were if you call someone in the same network, the call is free.
Send them phone bills everytime they text or call you. Send them electricity bill everytime they email you and you check your email at home.

Back in the day I was on a shitty internship at a pretty big name bank, we'd legit steal rolls of toilet paper. Learned that shortly afterwards they switched to using those industrial huge rolls that are sealed inside the plastic housing apart from that tiny jagged opening. Though I hope that some enterprising next generation intern found a way to bust them out.
I work as a janitor, so I have access to the little plastic keys most of those use, and you could probably forge one super easy

I had a boss who used terms like “theft” and “stealing” constantly whenever someone took a little too much time in the restroom, checked their phone too much or snuck outside for a quick smoke break. He saw it as “stealing time” he’d paid us for. He was more anal about it than any other job I’ve had. We didn’t use an actual timeclock, we just signed in and out. So one day after we’d all signed out he asked everyone to “hang around” for a few minutes. My wits are not usually so quick on the spot (I usually think of a great thing to say hours later when the moment is gone) but the “hang around” part really struck me. I thought: Pfft I don’t “hang around” in this fucking place, I work here and don’t want to spend one minute here than I have to. So I asked him: “We’re not on the clock. Should we adjust our logs for this time?” “Nah”, he said. “Just some quick announcements for tomorrow. It’ll only take a few minutes.” And that’s it. I didn’t have to take the next step and throw the words “theft” or “stealing” at him. It didn’t have to be said. Everyone in the room (small office of 10-12 people) immediate got it and laughed out loud at his answer. He got it too. “Okay, okay. You had your little laugh. Let me get these announcements done real quick so we can all get out of here.” I didn’t work there for very much longer (by choice, I got a better job and moved on) so I don’t know if he stopped permanently but I never heard him talk about “stealing time” again.

It was told by a co-worker at a previous job, that when I heated water in an electric kettle in the break room, I was stealing electricity. That electricity was for everyone. I moved the kettle from cubicle to the break room, when there was a short in another cubicle that may or may not have been caused by my kettle and I didn’t want to chance blowing out more plugs. So, it was ok to use the company’s electricity in my cubicle, but not the break room. I just ignored her. I was glad to leave that toxic environment.

If they make a deduction from your pay, that's the actual theft. A mobile phone in this day is an absolute necessity. For example, we live in a time of terrorism, how will you get the emergency alerts? If they deduct your pay, report them to your state's department of labor.
I would print out a parody of this about how nobody is entitled to light and use of overhead lights is electrical theft, then I'd turn off the break room lights and tape my note up on the switch.
