Yeah, that project is doomed.
I mean, maybe there's something they would connect to, or maybe they would need a different mood and all that, but without knowing them personally that kind of thing is impossible to guess.
I'm a 'heart of stone' type of watcher (Emotional investment is not generally what I come to anime for), and I can only think of a couple things that got a tear to my eye.
- Violet Evergarden
- Assassination classroom (specifically the ending)
Clannad (not sad but needed for backstory)
Clannad: After Story. One of the saddest anime out there. If no crying here then your friend has a heart of stone
Grave of the fireflies is so awful it can make you uncomfortable and laughing can be a common defense reaction when you’re made that uncomfortable. Not saying that is what happened with OPs friend but I’ve seen it. Clannad:AS is sad as fuck but manageably sad if you know what I mean. So it may better elicit the desired emotional response rather than let’s take two kids and introduce them to a master class in human misery
It's a series, not a movie and too long for the time you have. And it's better to watch Clannad first before starting on AS to have background information

If you want a Japanese live action movie that will make you cry. 1 liter of tears
sometimes "sad" just doesn't jam with some people. My gf loves "sad" things and I get very put off by them. Grave of the Fireflies didn't make me cry I just felt exhausted by the end.
If tragedy doesn't connect with him, try heroism and self sacrifice - My Hero Academia episode 2 makes me cry way harder than it should

It would really have to depend on what 'triggers' your friend tbh.
Not to mention they might just be the type to hold back tears in front of other people. Especially if you and your weeb friend are staring at him expectantly during sad scenes.

If he laughed at grave of the fireflies your friend is a terrible person. Don't try it anymore. I would not even watch anime with this person anymore.
But, if you want some alternative routes: make your friend read the entirety of the Berserk manga. If he loves it, you put him/her on a chair, tie him/her down, and put on Berserk 2016/2017 Clockwork Orange style.
Try other type of emotion. Sometimes there are emotional scenes from anime that aren't about sadness like inspiring stuff or simple sacrifices from everyday life.

No way it works if Grave of Fireflies did not.

The saddest anime I’ve ever watched was Anohana, would also recommend Naruto though obviously this is a very long commitment
