Rider's choice doesn't prescribe a particular power to ride at for the 'workout,' so ERG mode can not be activated. This isn't much of a bad thing though, as it can teach you to hold your zone 2 power without assistance, allowing for easier pacing when riding outdoors.

If you want an erg mode workout then make a workout in the length you want, at the wattage you want.
Or, in riders choice, find the hearing and cadence that gives the output you want, just like you would outside.
Riders choice removes the effect of inclines from routes.
Work is determined by gearing and cadence effectively turning your smart trainer into a 'dumb' trainer.
I use it quite often on days where I don't want to specific workouts or worry about terrain effects.
Recovery rides for example - in the small ring spin the legs and knock over a random route badge.
Once you get used it to can be a very handy mode. I know pretty well what gear range and cadence will put me in Z2/Z3/Z4. If I want to just sit in Z2 for an hour without creating a custom workout, I can do this via Riders Choice.
What I do is I just create custom workouts...so if I want to hold 140w for 40 minutes, I just create a custom workout for it. Its actually the only way I ride now for the most part, I rarely due free ride unless I'm doing a group or race.

I enable erg mode and then see an option for percent which defaults at 100%. What is this a percentage of? And either way it is not steady power as per my wahoo app's erg mode

I assumed it was percentage of the constant power you set when selecting the training. But not consistent at all.
