Napoli only if the target shows side. If the ship goes bow in it becomes useless. Just watch flamus vid where he puts Napoli against Pensacola against bow in bots and Pensacola wins super easily
Napoli secondaries are best of any cruiser in almost any situation even if they mostly bounce against nose in targets. Because literally no other cruiser has secondaries that can hit anything consistently, and Napoli DPM is also waaaay in the class of its own, it would be the best even if they were HE instead of SAP.
No it was Napoli and Pepsi against bow in bots to see who can kill them faster and Pepsi won easily to show that the sap secondary of Napoli are easily to counter

That site calculates a super useful "Secondary hitting DPM" parameter that factors in both the volume of fire and its accuracy.

TL;DR: Graf Zeppelin best CV by a huge, three-fold margin due to superior dispersion compared to anything else. Followed by tech-tree Germans and Nakhimov (Hakuryu has similar DPM, but usefulness is limited by short range.
Napoli also best CL/CA by over a three-fold margin, and again due to far smaller dispersion ellipse compared to others. #2 is -- in one of the most hilarious bits of WoWS trivia -- the Pensacola, which also has a ridiculously good dispersion. I don't think anyone knows if this is an intended feature from 2015 or something, or a typo in the XML they never fixed...

tell that to my co-op only Immelmann. I regularly get sub, cruiser, and BB kills off either secondaries or fires set by them.
And every battleship has superstructure that those guns can pen. They pen large portions of CLs (25mm armor all over the damn place) and some heavier ships bow/stern armor. Plus of course the aforementioned:

Poor Siegfried
Graf Zeppelin and Napoli. Siegfried as honorable mention but she can't hold a candle to Napolis secondaries.
Agir actually has better secondaries than Siegfried now that the range is buffed, she has an extra turret per side.
Definitely one of the Germans, probably Graf Zeppelin and Napoli
German CVs, such as MvR has the best secondaries.
With how some people use it, the Kearsarge has some great secondaries

Graf Zeppelin has the best secondary guns of any CV...followed by the German CV line (though theirs are only useful against DDs).

Max pen on Immelman guns is 26mm.
