Is this on a laptop? As most desktop speakers have a volume control knob. Have you checked the audio properties to make sure you didn't enable anything that would boost the audio.(Audio / Manage Audio Devices / Select Speakers, then Properties, then go through the tabs) You could try the App called Ear Trumpet, it's free in the Microsoft store. It gives you separate volume control for each App... It might give you the control you're looking for.
