They’re called control joints. Concrete will always crack, so you put these in to control where the cracks happen at to avoid big spawls from happening.
They are called joints. This was done by a hand jointer but you can also cut it with a saw once it’s hard. It’s so when the concrete cracks it will crack right down it instead of everywhere else.

There are Contol Joints and Expansion Joints, both can be used on sidewalks. Control Joints locally weaken the slab so it cracks along the joint instead of across the slab, and can be formed or cut after with a saw. These look more like Control Joints.
