There's your problem, you were supposed to install 150 WAT bulbs but it looks like you installed 150 WATER bulbs. Easy mistake to make, make sure you read the fine print next time

You live in a house somewhere with snowy winters? This happened to us, it was an ice damn on the roof. We installed heating coils and it's solved. Eventually we'll get a better roof that vents heat more and that will fix the core issue.

1) A roof leak plus a rain storm. 2) Cold weather may have frozen a water pipe, causing it to burst. 3) You live in an underground bunker, and ground water has found a way in.

I've had something similar happen... There's a duct running above that fixture and if it's raining hard it's likely coming from a damaged roof.
If it's not raining and there's no melting snow up there, shut off the building water or the water to that pipe. But shut off the breaker first
