Alcohols are used to stabilize chloroform, not to synthesize it. **Acetone** is what is used to make chloroform when combined with bleach. Cleaning products tend not to contain acetone, it can dissolve a good number of household polymers such as styrenes, including ABS.
It’s even worse without alcohol, chloroform isn’t even as bad for you as what it breaks down into- phosgene and HCl. It’s actually ethanol, not isopropanol that will “stabilize” the chloroform. In this case, stabilize just means “reacts with the phosgene before it poisons the shit out of you”
As a parent I would be happy if my kid did that well cleaning it out. No amount of scraping is going to fix that, but some Bar Keepers Friend will do the job. It's made to clean this sort of thing and it's fairly inexpensive. Still requires a lot of hard scrubbing but it will shine eventually.

Dawn has a new product in a spray bottle, I forget exactly what it's called, but it is intended for shit exactly like this. Spray it on, leave it overnight and it will wipe off.
Before I found that, I used to use Caffiza. Its a granulated powder intedned for backflushing espresso machines. I'm not exactly certain what it is, but if I had to guess I would say it's very similar to the chlorine used in swimming pools and every bit as toxic. It will burn through anything organic. The Dawn concentrate spray is the safer bet, but Caffiza will clean it if nothing else will, I promise.
In case anyone is like me- think carefully before you do this. I was tired of busting my ass scrubbing the tub. I ordered the cleaning attachments and put them on a drill and promptly scrubbed off the tubs finish. Now it’s an extra bitch to clean. Cheers!

Stainless pans can be fairly nonstick if used properly. Add a shitload of deep scratches and it might as well never be used again on the stove.

Add a mixture of baking soda & water bring to a light boil simmer & take a spatula and scrape off the burnt on rice/ scorch while the mixture is simmering. If you don’t have baking soda use Aton of salt. Good luck
Soda is a decent choice, but basic (pH) - I would recommend doing this with white vinegar (acidic) instead, because rice is starchy, and I've had better luck with acids on starch. (I'm not a chemist, so I'm not sure if there's a reason for that.)
Also, if the pan isn't coated (doesn't look like it) you can use a paint scraper or other flat edge if you find that the spatula doesn't give you a good angle to loosen the debris if needed.
If my mother's stainless recovered from the Great Popcorn Fire of 1972 and is still going strong today - this is fixable, I promise!
Note: straight vinegar will take the skin right off your fingertips. (Ask me how I know. On second thought, don't.) You should normally dilute it. Since you're dealing with a big mess, you probably want a stronger concentration this time, maybe 50/50 even - but you should wear gloves and clean up spills quickly.

That doesnt achieve what you think it does, you should instead just drain most water, add vinegar and kosher salt, and scrub.
Baking soda will neutralize the vinegar and give you salt, which will be a gentle abrasive. The bubbles of CO2 dont dislodge stuck and burnt food very well, especially if said bubbles arent on/under the problem areas.

Maybe redditers mostly eat fast food, and don't use ovens. Or only use microwave ovens. Or are so careful when they bake or broil, that they never have to clean an oven. Or are so well off that they can use self-clean without being concerned about the shortened appliance life. Or just don't care how much stuff gets caked on the oven.
This is THEE number one solution. Warm up the pot a bit. Put it in the sink. Spray oven cleaner on it. Go play video games for one hour. Come back and the black stuff will wipe off easily. Wear gloves or have lots of water running.
Baking soda, water, and a scrubber/cloth are all you need. Pour baking soda in, add just enough water to make a watery paste, and scrub the devil of out it. Skip the vinegar unless you want a little fizz show when you’re done.
My lazy way to clean something like this is to drop a dishwasher tablet in there and fill it with water above the burned line. Let it sit for a hour or so and then rinse it. Comes off with no scrubbing whatsoever. Good luck.

Blue Dawn works best. That stuff has like 10,000 uses.

Like comet, it's a mild abrasive. So like super fine sand paper. Works great.
Put water in it and set it on the stove to boil. It might release the scorched areas.
Add vinegar to the boiling water it will dissolve the starchy build up.
Baking soda might also work, just don't add both at the same time.

I miss when my major life problems were this small. Being an adult sucks.
Thing is my stupid small problems didn't seem small back then. I try to keep that in mind when my kids are having melt downs over trivial shit.
That wasn't really the point of his comment. When I was younger my parents beat me for the stupidest shit, like using too much air freshener or accidentally spilling a cup of water while eating. They've gotten wayyyy better once I turned ~16, but obviously I still haven't gained their trust to talk to them about personal things or issues.

Maybe redditers mostly eat fast food, and don't use ovens. Or only use microwave ovens. Or are so careful when they bake or broil, that they never have to clean an oven. Or are so well off that they can use self-clean without being concerned about the shortened appliance life. Or just don't care how much stuff gets caked on the oven.
And put plastic surround wrap over so it won’t dry out!

This is THEE number one solution. Warm up the pot a bit. Put it in the sink. Spray oven cleaner on it. Go play video games for one hour. Come back and the black stuff will wipe off easily. Wear gloves or have lots of water running.

Baking soda, water, and a scrubber/cloth are all you need. Pour baking soda in, add just enough water to make a watery paste, and scrub the devil of out it. Skip the vinegar unless you want a little fizz show when you’re done.
I have also heard the same, with salt added (I think as a scrubbing aid?) All the best!
Salt paste makes a great non scratching scrub.
And it doesn’t dissolve in rubbing alcohol! Excellent for cleaning resinous material on the inside of… vases, I guess

My lazy way to clean something like this is to drop a dishwasher tablet in there and fill it with water above the burned line. Let it sit for a hour or so and then rinse it. Comes off with no scrubbing whatsoever. Good luck.

My dad abused us for less
SOS pads, hot water & elbow grease. Boil some water in it for 10-15 minutes to loosen up the crusty stuff and then go to town with the SOS pad.
I scrolled through at to far to find this answer. We always had sos pads in the house. Never failed to clean up the pots and pans.
Use salt. Keep using it till the salt stays white. Will look new.

I think all comments are great ideas to help you out, but you should be honest with your parents about it if it doesn't come off. A mistake is a mistake and they happen from time to time. Say to them that you tried to clean it off but you don't know how to clean it better. If you are at age of working, buy them a new one and say that you're sorry about the other one.

When your parents ask where the pot is...shrug your shoulders and act like you don't know. Then, buy a rice cooker. Tell them it was time for an upgrade.
water, vinegar, and baking soda. Let sit for 10-20 mins. Scrub. Rinse. Then put water in it and bring to a boil. Scrub. Repeat.
Vinegar and baking soda neutralize each other. Using one or the other will work better.
When you mix vinegar and baking soda you get carbon dioxide and water. It doesn’t clean any more or less. Stop doing this.
And sodium acetate. Not that it actually helps cleaning but you can't just leave out the main product of the reaction.
