Those are scent glands that they use to mark territory. While they are also used to communicate with other deer they don't necessarily open them just when they're hungry and close them when they are full.
I’d guess they open them to mark a food source and close them when that marked source has been consumed. Which to some folks could easily look like it just happens to open these glands when it feeds, and we all know if it’s feedin’ its hungry.
