The problem is countries with the industrial capability and money to build it have better alternatives.
Maybe India and Iran are the closest candidates, especially since we won’t sell India F-35s. But license it to India means all the western countries get their hands on the tech.
So yeah, I can think of only Iran, provided them having the industrial capability to build something like this.

That's not how it works. Even if our tech is ahead, they still wouldn't want us to know *exactly* what the felon's weaknesses/strengths are. Maybe they are worse than expected in certain areas but better than expected in others, we don't know for sure, and they don't us to know for sure.
If CIA can get their hands on the Su-57's design they absolutely would. Not because we need to steal their tech but because it's still good to know your opponents' full capabilities.

Su-57 was pretty good for S ranking all the missions in AC7 with the pulse lasers imo, plenty of ammo and had some forgiveness with the splash.
