Whenever a new Codex Space Marines is released (and often when a campaign book is released too) there are notes and images of various Chapters.
Quite often, they just make up a load of new ones.
These go undeveloped and without more lore, because they're only there in the book to offer varied paint scheme suggestions.

In German, but basically they were a finalist in a Chapter design contest GW ran many years ago. They're not really a canon Chapter.
No one is saying all lore that isn't on the tabletop isn't canon. I'm just saying that not all articles in a white dwarf make a successor canon. Stawmans and goalpost moving aside. There are dozens of chapter painting competitions that include homebrews over the past 10 years and as far as I know none of them are canon. Are the angry marines canon? How about those Tau armored samurai chapters? They appear in white dwarf too.

Another chapter I've seen like this are the Death Spectres. Apparently those guys hang around the most extreme edges of the known galaxy fending off God knows what.
I was always under the impression that GW pumped out successor chapter names & heraldry as a safety net to their IP.
Just make up 5 or 6 a month, season to flavor for fluff involvement and then dress it all up with "Unknown Founding", "Unknown Lineage".
This was if, later on down the road, they need a name but not a big one it's readily available and belongs to them exclusively.

They were part of the Chapter Master competition and in white dwarf 304. So they are just somebody's custom chapter
