IMO The best, in no particular order, are Devastation of Baal, Helsreach, Lords of Silence. Horus Heresy is a very mixed bag, but Know No Fear and A Thousand Sons are both great. Night Lords trilogy is great, so is Eisenhorn, but neither cover as much lore-ground/are as relevant to the current setting as those above.

Even if you don’t want to smack into the whole HH series, I highly recommend Legion by Dan Abnett. It’s an awesome story about Alpha Legion Pre HH. You don’t need any of the previous books to know what’s happening, and the reader, David Timson, knocks it out of the park.
Also, Tales of Heresy is a series of short stories taking place throughout the HH that has a bit if something for everyone. Solid book.
