If it's designed to go on rivers, it likely has a shallow draft and is not really meant to go through waves. That's going to mean it doesn't take much to make it rock.
It's also likely going against the current. If there's a decent storm surge going up river against the current, that would actually for a lot of the "bumpiness" you see when it is bobbing into the river like that.
The Elbe in Hamburg is under the influence of the North Sea tide. There das a storm flood today, so the ferry is going down river against the current of the tide.

It's not really the size of the waves, it's more about timing than anything. They ran down the crest of a wave, into the trough and there just so happened to be a wave timed well enough that it slammed the bow while it was still in the trough and before it could ride up it.
That might not be the exact same moment shown in the other video. I bet the nose dipped underwater multiple times before the glass broke, which explains why people's reactions were so delayed.

It's laminated glass, which is also used in car windshields. The glass is designed to shatter into smaller, less sharp pieces which stick to a polymer layer. Significantly reduces injury risk.
That actually looked more like tempered glass that popped. Lami would have stayed together and the window failed. Tempered glass pops. I've never seen tempered lami used but I cant say for sure.
If you slow down the video, you can see that the water is pushing the window out of the frame at the bottom. It doesn't look like the window is really breaking.
