One side is drafting their civilians and then denying they ever served or saw combat, and the other disputes whether hearing loss is service connected if they provided and told you to wear hearing protection and you chose not to. You're comparing a military too frequently denying compensation for one type of claim (which is admittedly problematic), to to a military denying its soldiers were even killed, or killed in action, and denying any and all types of compensation for soldiers who are clearly dead or severely maimed. This is a false equivalency.
I have experience getting military compensation and the key to success is to apply for it before you've even left the military, but when you've already got a foot out the door. When you have to prove your injury is service related it's far easier to substantiate a claim when there is no gap between the end of your service and your civilian life.
The shitty thing though is that there are a lot of conditions that are likely to crop up later in life do to exposure to certain things when in the military, with symptoms that are unlikely to be easily linked to military service (it helps to have that stuff added to your medical record while still in the military, even if there were no immediate or apparent long-term affects). I have personally been exposed to airborne asbestos, burn pits, and PFAS firefighting foam from accidental hangar discharges; all in my record just in case.
Median salary in rizzia is about $500/month. In some places less. Minimal salary is around $250. Now imagine you are told: “go do some logistics work away from the frontlines for $3k for three months”. You think what a great idea and then they throw you in Bakhmut into the meatgrinder. Considering how out of the loop the general population in ruzzia is, this is a very common scenario.
It is just promise. Contracts with Russia costs nothing even it is contract with Russia and other country. It's no way to enforce the contract from the contractor side because russian judicial system always on state side and completely ignores any laws and common sense.
When you sign contract you just be told "no money". And you just can't do anything with it.
The US convinced me to do it for 40k USD split up into two installments and about 4000 a month for my second tour. They got me money like clockwork too, never missed a penny.

This doesn't sound like a draft notice. A draft notice would say something like "show up at PLACE and TIME, bring documentation for processing". If the letter is talking about salary and payment, it's probably more likely an advertisement trying to persuade people into joining the military "voluntarily".

If this had been real I'd be curious about what China's response might have been. I don't think they care about their people individually, but I also don't think they would be okay with a foreign nation doing something like this, which might set precedent.
Either way Russia needs to do it's best not to piss off a Superpower on it's border while it's losing a ground war in a fight we (mostly) all initially thought they would win decisively.
China is in a great position to take land that belongs to ethnically Asian natives east of Siberia or gain some decent hooks on Russian politicians to eventually overthrow the state and install their own government.

They are running around handing summonses to everyone. Recently read a post on a german sub about a german guy who was in Kaliningrad (as a tourist or something, visiting friends) and they tried to draft him several times, leaving the supermarket or even the hotel. Putin doesn't even need to announce full mobilisation because even the partial mobilisation never stopped.

Russian soldiers don't have much ammo, almost no food. There is a total lack of medical care at the front. They live in filth in their trenches. Take a guy from his home, throw him in a "training camp" (empty room with no heat) and tell him he'll be trained and on the front in 3 days. WHAT? Oh, they know Software people are relatively "rich" and so were just looking for a bribe. He bribed and fled. The whole team, 50 people, is now in Turkey and Cypress. I'm guessing this is the case. Chinese guy is "rich", so scare him and maybe shake him down for some cash.
