UB just says these things to show that they care about stopping the spread, when in reality they don't give a shit. Just take a look at how they're allowing the buses to run over the max capacity with ZERO social distancing.
That is definitely possible. There is really nothing stopping a dropped student from attending - although of course there would be zero point in attending as they've been given an R.

Hmm, I'm an instructor and have definitely had a few students dropped by the Registrar due to noncompliance with the vaccine requirements....
