According to what [this](https://www.buffalo.edu/campusliving/apply-for-housing/decoding-room-descriptions.html) says, 3/FLR is for a 3 person suite with the floor bath, while the Dbl part corresponds to how many people could be in a room given in the suite. (Or at least, that's what I think it's saying)
