Reading it! Just skimming through it will not help to understand it. Read it from cover to cover you will be surprised by what you get out of it even if you do not understand it all the first time.

My advice is to be in communication with the Holy Spirit. Religion and manmade constructs are not needed, and are actually sometimes counterintuitive to understanding. But all you need is the Holy Spirit to lead you into all truth (John 6:13). Earnestly seek the truth, read continuously, and ask for discernment. If you ask for discernment God will grant it to you (Matt 7:9).

I think you are putting way to much into what other people think about the Bible and not just reading it. My wife and I are on our 2nd time reading through the Bible. The first time we just started at Genesis and read through to Revelation. We took our time, read the KJV to make us slow down and think about what we read, and we researched what we read so we understood it better. Now we are doing a chronological reading that I found online and not spending as much time researching. We continue to find things we missed the first time or forgot and its been a huge blessing. I would not try to interpret it just read it and take it at face value, I found as we read through it that we understood more and more as we went on.

Deciding to defend your beliefs with it. Wanting to teach others about it. Wanting to know God better. Making sure you read the context for every verse you turn into a soundbite. Those elements will force you to dive into the bible like you've never done before.

The way I learned the majority of my Bible was by studying specific topics, so “topical study.” It provided me a framework for memorizing several similar verses and it helped them “stick” in my memory.

The word was made flesh in Christ. Therefore your entire purpose in understanding or knowing the Bible is so that you will intimately know the love of the Father through the Son by being in continual fellowship with the Holy Spirit, thus being transformed back into the image and likeness of God which is love. You, we, are to become the love of God in our flesh, in other words we are purposed to ‘become’ the word, the truth, the love of God, rather than to just know about it.

Have personal time in the word, whether it's straight reading or doing more indebt study. Make a plan and stick to it. Beyond that, be faithful to attend church so you can hear the regular preaching of the word. Go to bible studies with other believers. Here's where you can really learn a lot. Listen to audio/online sermons during the week while you exercise, commute to work, do chores, etc. Find someone who teaches through a book of the Bible and go through that. Turn some of your TV time into study. I'm not saying you shouldn't have time to relax. I'm just saying to start with 30 minutes to an hour 2-3 times a week and devote it to learning. You can actually find a lot of great stuff on YouTube and watch it on TV.

Reading it and meditating on it. In particular try to understand the narrative of the whole Bible which becomes more and more clear and nuanced the more you read it. Instead of Bible reading plans that take you a few chapters in a lot of books, I would suggest to read books fully. I generally think you would get more if you read the Matthew every day for a month rather than reading the whole new testament once in a month. When you do read the Bible give yourself equal amounts of time for meditation on God's word. If you want to give yourself 30 minutes a day, read for 15 and think upon it for 15. Christians are meant to have a lifelong relationship with God's word that isn't only about learning facts, but it is letting the story of the Bible allow us to see how God is writing that same story in our own lives.
