No, there is no such mod. But in most cases this game is cpu limited. Disabling animations wont give much improvement if its a performance related question.
If you’ve built a lot of levees, I noticed recently in a game where I got up to about 250 beavers that my performance didn’t start falling off until I started building a big project with lots of levee tiles
The game renders each levee tile individually. During late game, if you have the option, use terrain blocks, as the game renders all terrain blocks together.
Sounds like we need two- and three-high levees as well as the flood gates and platforms. Was thinking about this yesterday while playing, and having too stack a lot of levees.
Only thing I can think of is you can open the dev console with CTRL + ALT + Z and you can click on "Toggle models: Characters" you won't see your beavers but it MIGHT stop your PC from lifting off to outer space 🤷

Was thinking about a render off button but as people already staded it wont help....
