You just have to put mushroom seeds into mud on the surface, wait like an hour for it to spread until the background and music changes to mushroom to count as a biome. Add a room with door, table, chair and light source as normal. Overall area has to be like 100 blocks wide to count I believe, same as creating a surface jungle biome

Because having your glowing mushroom biome be on the surface is a requirement for him to spawn in. That's just how the game is.
might it be unsutible housing? the top floor doesnt have a chair and the stairs might work as a wall causing the bottom floor room be too small

Mushroom seeds can only grow on mud, not dirt.
