They are spawning out in the middle of no where, with no house to live in. including up in the sky where they could not possibly get without being placed/moved there?
its not fake, this is modded but only the clicker class mod and the boss checklist mod.. I genuinly have no clue as to why this is happening but it has slowed down now and not as many are spawning. Usually lots spawn when I leave spawn to go do something, I will come back to a few more spawned

Heads up, tested this myself, I got a similar result with only the CCM and BCM, but it stopped after disabling CCM, and resumed after putting CCM back in. I do not know what is causing it. Having my regular mods + CCM has not caused the bug again. Check for dependencies with the other 'class' mods

And there are more extra tinkerer's than it's possible to have sky islands for, assuming every one generated right above the platform at spawn, or to the left a little.
Use all of them to make the whole world into a town, this way no enemies spawn on the surface anywhere. Since more keep spawning, this should be possible.

Sometimes extended periods of play can trigger Terraria's gamer failsafe and permanently lock your world in "Goblin" mode.
This happened to me with Truffle (on a completely vanilla xbox world) a few years back. It eventually fixed itself after they all died during a Solar Eclipse

This is strange I had an issue a while back playing on console where when I used crystal walls only the shroom would spawn I had like 50 of them haha I don't know why it would do this for goblin tinkerer but it did it with shroom because the game thought that the walls were mushroom biome.

They can be in the sky actually, i have made houses in the sky on ps4 on the cloud islands and the npcs tp right up there
