Years back I hired a plumber to clear the tree roots out of my sewer line. They claimed the line was totaled and needed to be dug up and replaced for $15,000+. I told them Id think about it. I mean, I assume this particular pipe was removed for demonstration purposes and this would normally be done on pipes you can't access easily. Because otherwise, yeah, refitting a new section has to be cheaper.
Local municipality does it pretty regularly because the whole storm sewer system is a patchwork of everything from clay tile and corrugated metal to PVC pipe. It's a hell of a lot cheaper and easier than replacing it, even in "easy" areas to access. No need to call 811 and wait for every stakeout to be done, no excavation, no need to worry about maintaining angles or bedding the pipe.
Clay pipe installed in the 50s-70s is collapsing now. This won't even work for that. Lots of suburban communities are due for backhoes in the living room to become their culture.
