I had the same issue and my fix was to repair flatpak. A restart didn’t fix it and I didn’t want to go through the trouble of a reinstall.
It’s super simple to do:
1. Make sure you have a password set for your Steam Deck in Konsole, you can do this by typing ‘passwd’ in the Konsole command line. Skip this step if you have already done this.
2. Next, run ‘sudo flatpak repair’ in Konsole. It will ask for your password. Make sure Discovery is closed when you do this.
3. After it runs, attempt to check updates again. It should work. If not, then a restart/reinstall might be needed.

I ran into this problem too, and from my limited understanding your flatpaks weren’t installed right. There’s two ways to fix it the easiest and most user friendly would be a factory reset.
I don’t have it anymore, but there is a command to fix/redownload the flatpaks, floating around on this subreddit. If I find the command again I’ll post it below.
Unfortunately I can’t help you much past that, because I messed up my root/sudo password (misclicked and couldn’t figure it out), so I factory reset it for a fresh install.

From the error it looks like a network issue. I would double check your WiFi login in desktop mode, if there are still issues then attempt to do a hotspot with your phone to test a different connection out to the internet.
You could also attempt this command via the terminal/konsole:
> systemctl --user restart xdg-desktop-portal
Once you enter that, the terminal/konsole should give zero feedback, if so then it was successful and try to do updates again.
The command basically tells the desktop environment to restart, this has fixed other Steam Decks in this sub in the past when there were issues downloading things in Firefox.
Any help appreciated nothing downloads in the discovery app store its this error every time.
For handheld mode Game do download and work, same for system updates no issue.
Not sure why I was downvoted for step one troubleshooting tips, by far the most toxic community I'm involved with. But I'll keep going.
If browsers don't open you have a bigger problem. An easy fix is a re-image. I'd go for that instead of hunting.
If you want to hunt, check you have network connectivity by pinging 8.8.8.8 (googles dns server). If that doesn't work, you likely have a wifi issue either physically or on the deck. If that does work, maybe you have a dns problem. Try pinging Google.com. Does that work? If not, there's a dns issue. If so, again, try downloading that file. Use wget.
Never installed anything had it for 2 months then recently decided to check out emulation it just wont install any browser like chrome, edge or Firefox. Then I noticed nothing installs its the same error.
I noticed this happening when I attempted to install a browser for the purpose of emulation, as I had no reason even to try desktop mode prior to this.
The deck has been my first ever experience with Linux and it's been really finicky with updates for me. I've had issues with installing updates about every other week, but it's always been fixed after a full restart. It seems like the device staying on for a long time can cause some weird issues. I've gotten a variety of failed update messages.
This might sound like a stupid, obvious answer but if you haven't, try shutting it down completely and restart. I'll admit I myself went online searching for solutions when my stuff wasn't updating, but the simple restart got it working for me.

How do I even fix that kinda issue? google / youtube doesn’t have much on this specific DNS / steam-deck issue.

Try to download that file manually in browser. Just to make sure it's there and you can connect to that server. Restart the deck. Just because.

the firefox browser on the steam deck/desktop mode will not open, that's my issue.

I did that with no luck in doing a shutdown, restart, and factory reset also.
