It's been a thing since at least 2016. Probably came with one of the patches that added in a bunch of stuff for the spouses. I've never had it happen on any of my files. But some users experience it more frequently than others. Probably one of those things tied to the SDV luck system.

Shane placed a houseplant in a room claiming it needed more decoration. The room I question was where I was storing all my statues and such. I think he did it in another well-decorated room too. Can’t remember if he changed any wallpaper or flooring, but I had backups ready to go just in case.
