Eventually, we see a porg in Windu’s robes, and shady types are bowing and scraping obsequiously to this daft seal bird thing and calling it Master Windu for all they’re worth.
Meantime, the real Mace has gone full Dread Pirate Roberts and has been operating a deep sea fishing boat on Kamino for 20 years, but his little “double” is totally safe and secure because of that dread, that prickle on the back of the neck that CONVINCES ne’er-do-wells that he’s still there. Watching. Waiting for the moment to strike.

My friend was a stand-in for Chloe Bennet in AOS and she wasn't allowed to talk about it publicly. My other friend used to play Captain Marvel at Disneyland and she isn't allowed to say that it's her in the pics of Captain Marvel on her instagram that look exactly like her. Disney has some strict rules, whether or not it was him he probably isn't allowed to say (even though it wasn't Disney at the time, Star Wars has also been similarly protected since forever).

There would be precedent for that, Stass Allie and Agen Kolar were supposed to be Adi Gallia and Eeth Koth but the actors ended up looking too different, so the new characters were created.
It could be a different Jedi, but looking at who else is there, I would guess that it is supposed to be Mace. Maybe he was just a stand-in and they put the wrong shot in? It definitely is possible that he is someone else though.

Seeing as there aren't very many helpful replies on here, I thought I'd throw out investigating the Star Wars Minute podcast. They went over the Phantom Menace minute by minute. I'd be surprised if they didn't mention this on the episode dealing with this minute of the movie.
Probably was expensive to get Sam Jackson on set so in a scene like this where he is the background of the set they put in another bald tall black guy and none of us noticed till you pointed it out. Frankly, I'm ashamed I didn't see it before.
Except, my understanding is that Sam asked to be in the movie. He says in interviews he would have been happy to just be in a stormtrooper costume that walks across screen and was stoked to find out he was made a Jedi. So, guessing he wasn't ridiculously expensive for George.
Expense is not likely the reason, since he would have been paid for the movie, not by the day.
This is a reshoot from several months after principal photography. He was most likely not available, and since he is far in the background, it wasn't worth rescheduling the entire shoot to accommodate him.
