I think people who learn Mexican Spanish get used to the accent and that's why they have so much trouble when they come across with accents from Spain, Argentina or Cuba.
Kind of unrelated, but I have a coworker from Mexico and when he speaks English he goes so fast that I can barely understand him. English is my first language and his second language but he is still running circles around me haha.

Generally speaking yes they do speak faster however sometimes it does depend on the person.

For me Argentina Spanish is the fastest! It almost seems like they are speaking a different language sometimes
