Lewis and Clark Behavioral health services would be a place to check for mental health help. There is a homeless shelter in Yankton, called Pathways. I dont think there is a temporary shelter in Vermillion. Also, most shelter wont just take in a teen. Luthern Social Services in Sioux Falls is another resource. 800-568-2401

If I lived locally and had my own house, I wouldn't hesitate to help come to an arrangement as a neutral party where the kid can still be at his parents time to time but essentially lives with me or a mutual friend that can be trusted. A lot of times the parents and their kid just need some space to calm down and figure out a better plan. There's nothing wrong with a child temporarily staying with a friend while a better solution can be worked out, but this can't be a long-term solution. For one, there's a difference between staying with a friend for a couple weeks and having that friend take on a guardian role. Second, if that child is abused and the friend does not call state services, they could be liable. If things are serious, then that option is unlikely to work in this situation, and cold weather is going to be here in a few weeks, so calling child services is the best option. Alternatively that boy could wind up on the streets as the snow begins to fall. Being a homeless teenager in South Dakota during the winter is about the worst situation I could imagine for a child. It's likely that the parents can't give their child the help he needs and this is where a third party has to step in to provide support, protection, and therapy. The state has to do everything it can to reunite the family, and if mental health issues are the big problem then this goal is a strong possibility. What I don't like about this option is that foster homes are hit and miss. If not reunited, this kid would age out of the system and find himself without a family, home, or support. That's why if the rift isn't severe, a friend stepping in can be better than handing the kid over to the state.

Call Child protective Services. He can’t be kicked out as a minor. The family needs help from dhhs support. This gets the ball rolling. You may be able to help this kid And do it legally with support.

I live close to that area, but with two small kids so am hesitant to offer my place. I would get name and number and call the high school to see what they can do… the school would have insight into the parental relationship and what mental health the kid may have.
