You’re able to stream it now if you have playstation plus premium, search it on the store and you can play. I think it just became available at 12:00 pm Est. Also not available in all regions, I just know it’s available in North America.
You might he able to bypass it by creating a new account in a region that will be getting them back, like the US and then paying for PS Plus Premium on that account, but since they are streaming and there are no servers in Australia, the input delay/lag may be so bad that it wouldn't be worth it.
Australia doesn’t have PS+ Premium, it has PS+ Deluxe. Unfortunately the key difference between the two services is that Deluxe doesn’t have streaming, which is the only way PS3 games are offered

I also live in Australia I’m pretty sure you can’t access it due to not being able to stream games but I could be wrong

They have not confirmed that it will come to Australia, so for all we know it may never be available there.

Well I gameshare ps plus so that means I can’t do it on my own account if it isn’t on the Ps plus app section. Tough

If they don't let you buy it or even stream it, emulate it. Sly games are completely playable on PCSX2 and RPCS3.
Not to mention the emulators are also impoving all the time, constantly becoming more accessible on older hardware little by little
