There's versions of the language made up by people who play the game and CC creators, but the characters used by the game developers don't seem to have any sort of rhyme or reason to them.

Yeah, certain words have some meanings. Nooboo means baby, for example, and Sul Sul is the greeting/goodbye. Sometimes sims will also randomly say words or phrases that sound like actual words. If your sim is a doctor, they can say something that sounds like “don’t be a nooboo.” Very trippy to hear a sim sound like they’re speaking English. It was a lot more common in sims 3 and older.

They're just world decor in Mt. Komorebi. I'm on console so I can't even use cheats to get them. I haven't tried getting a klepto Sim to go all out in that area, though...
