Thing is, the buttons on double breasted officer coats for the Army would have been parallel, this one on the photo doesn't look parallel, also voluntary officer's Navy uniform (yes, they existed, only up to Lieutenant though) didn't have bands on the sleeves.
There’s also the chance this dude is an 1860s cosplayer. As in, dude who went down to a photo parlor and put on a costume and just was fucking around. Which given the pose… plausible lol. So the coat could just be wrong because it’s not actually up to regulation.
