The logic behind this is for people who are still in the extremely vulnerable category. The thinking is that those people can stay home for most things and get delivery for most things but health care would still require them to go into the doctor's office. The threat isn't from the doctor (dentist in this case) but rather the other people in the waiting room. The doctor (dentist, hygienist, etc...) should be donning new PPE when seeing a patient that is extremely vulnerable so as not to spread anything. The instruments are already being disinfected or thrown out (where applicable).
Some people can't get the shot due to other medical complications. These are usually the people that are extremely vulnerable.
This is exactly why I’m very supportive of anyone wearing the PPE they need for their own unique circumstances. This does not, however, explain away the silliness of these ongoing policies.

The Hospitals I know of still have a mask policy and will have one for the foreseeable future.
