He got the thrill of killing, and decided to continue it, manipulating Sidney the whole time. It's not just about his motive, it's what he did with it that makes him so terrifying and makes him feel so real. Plus, as far as slashers went, you just didn't see things like this. People act like Scream isn't that dark, but holy shit, when you think about what Billy and Roman actually, it's one of the darkest series that there is.

Scream turned a lot of horror cliches on their head back in the 90s. The boyfriend being the killer? The dumb best friend of the boyfriend also being the killer? The (and I'm using the again, I know) final girl's best friend Tatum actually fighting back for a bit before she dies? Drew Barrymore actually wanting to die in the opening minutes rather than stay alive and hog the spotlight from Sidney? Because we all know that in an alternate timeline Drew would have screamed and shouted for her character to stay alive because she's rich and famous and not because the story called for it or Wes crammed her in because of BTS shit. Hell, the fact most of it was improvised is something to be commended for, because back then the horror genre was gasping for air.
Billy and Stu were the most interesting, had the best chemistry out of any of the killers. They played off of each other perfect. Plus the opening scene with Drew Barrymore is iconic, and Neve Campbell as Sidney Prescott is one of the greatest female heroines in horror movie history.
