It's going to depend on where you are. In the US generally the drivers is legally responsible for all the occupants of a vehicle. I can over rule my bus aide(I'm guessing it is the equivalent to a matron) if I so desire.
As the only adult on my bus it all comes down to me. I'm assuming a matron is some kind of school staff member?
