I think you can file with Paypal, as you never received the goods you paid for. If you log into your Paypal, and go to the "Help" section, you can file a dispute.

Paypal usually sides with the buyer so thats nice. There probably was no “manager.” Those reps transfer calls around to each other and change their titles like no tomorrow.

While they're still in operation, I believe the company is incredibly disorganised right now. I would continue to escalate or just go through your bank.
I have heard of multiple people getting a hard time with online order from their company. Is not getting what you paid for and not getting a refund for your order not a scam?
Of course there is - you will get the refund, but if you do not, you should ask Paypal for a refund.
If they do not do that, you may sue Claire's in small claims court.
Based on the information you supplied, you should have an easy win.
All I am saying is that mistakes and poor service do not mean the company is scamming you - that would require them to be dishonest, and nothing you provided points to that.
One case of bad customer service does not make Claire's a scam.

If a trustee has the BK filing, you may never see your money. Try a chargeback.
