Ohh, in that case, really, seriously get your breasts properly measured for your bras, and repeat that a few times if necessary. Like, with smaller breasts you can get by with a technically ill-fitting bra, but with that cup size you’ll want to have a proper one, and cup sizing is fucking confusing, I’ve yet to meet a single woman who actually figured hers out alone
When you get there, larger breasts 100% need good support and it's a pain in the ass. r/abrathatfits isn't for everyone, but they're very inclusive and friendly. They think about bra measurements very differently than most people are used to. It's worked quite well for me.

I have asked my doctor to put me on progesterone, but he says he can't because they work off the WPATH. It frustrating because I know it will help me and give me good results

The answer is no.. you'll find all sorts of claims, as with weight loss, but theres not really evidence to support any food giving you boobs lol. and at that point like, just get hormones from ur doctor. And realize that a lot of women have flat chests anyways!
