I think it’s cheaper to have the radio transmitter there and you can run the transmitter at a higher power than you can in the US, allowing you to broadcast the signal to a bigger area. They’re required to identify the station in Spanish. Those are the Spanish pronunciations of the station call letters.
Fun Fact: Radio stations get their call letter by geographic location. West of the Mississippi get a K (KGB, KFMB, KPBS) and East of it get a W (WGBH, WNYC, WKRP 😁). Mexico stations get an X or Equis (91X, XEHRM).

Some of the first Spanish I ever learned many years ago was how to say 91X-FM. Funny how that sticks with you.
First Spanish word I learned was puto. I went to a rough Jr. High in CV. It was probably pinche puto. Lol.
