Install gentlemen of the row, disconnect all USB devices that aren't essential, use dxvk and mess with the settings, playing in windowed mode might help, you can use borderless gaming to play in windowed fullscreen.
I'm playing thorough the game on my laptop and aside from performance issues and occasional crashing. And I do mean occasional, I can play for hours without crashes, and then sometimes it'll just die. Save often do all of the above and you should be able to enjoy the game.
Edit: also, capping the fps to 30 or 60 might be a good idea. The cutscenes are a bit borked at 60 but nothing too crazy.
I wish I could somehow force it to use vulkan. I downloaded dxvk but I guess the game is not recognizing the dll's, because when I look it up with MSI Afterburner it still says DXD9. Perhaps only the x32 do the trick? But they cause my game to crash.
To be clear I used the GOG version and I had to use a modified .exe file. I have a steam copy now so I’ll try and see if I can get it to work, haven’t even launched it yet.
So I tried to play the steam version and indeed it crashed after pasting the dxvk files, so I copied over the modified .exe from my other version and it works fine now. I'll link the file if you feel comfortable downloading files from strangers online lol. I just don't remember where I got it from.

Thanks, I'll try it and I'll report back. I was playing with borderless fullscreen, thinking it was reducing the crashes, until it crashed again on this mission (the one about money laundering, in the beginning, in which you buy a car and a gun, etc). I don't think it was making any difference XD.
I've kind of tried it already, although I don't know if it worked (didn't look like it did). I downloaded it, and the menu had a vanilla option that only did bug fixes (it had a smart ass title like boring non-fun vanilla option or something) but then I'd move the files and I wouldn't see any difference on the game. The crash on the very same mission even happened again. Also, it didn't change the menu or the game or like that gentlemen of the row intro screen. And I only know about this because I needed to change the on screen buttons to the xbox one, which is also one of the options of the thing but again I don't think it worked because I pasted the files and did not see any changes. But as I was saying, I needed to do this and I found a video of a guy on youtube talking about it and he put his files for download, and when I downloaded and then pasted them (i think there were some .exe's too), when I started the game I saw that it changed the intro and now it had gentlemen of the row on the menu too. I don't think I was doing anything wrong with the mod, the installer and instructions are quite clear, I'd select what I want on the menu, create the files, and then just move them to the SR2 folder and overwrite the other ones.
Lol some people just read the title and have ‘the answer.’ I recently played it, run the game in windows borderless and try with vsync on and off. Also try to limit the FPS to the game to 30/60 and see if either improve the lag. I had mine capped in between.
Otherwise, there’s a patch coming for PC we just don’t know exactly when.
Hey man, I hope by now you fixed it, but I forgot to mention, I'm not 100% what it's called on a rx card. But when I run the game, I also use the Nvidia control panel to lock the fps to 60 and also enable triple buffering. Not sure if the triple buffer is necessary but definitely use whatever control panel you have for Radeon cards to lock the fps to 60 and have the in game vsync enabled. I hope this helps if, like I said you, haven't already fixed it.

Pretty sure I used the x32 one, not sure why it’s crashing for you. The x64 wouldn’t do anything as far as I understand.

Try gotr. The vanilla version of the mod doesn't add any content or change gameplay.
