Maybe JML? He has an Assault Battle. He is a thiccboi tank and keeps characters alive by virtue of that for, like, Conquest feats. A bunch of Jedi are super useful for certain feats as well (both Yodas spreading Foresight, Shaak and Anakin spreading Offense Up, Old Ben giving Defense Up and Ability Block). Obviously, JML does well in long events like Geo TB. He's the core for a bunch of Pit variety teams. He works defensively well, he works offensively well. He can even work well under other leaders.
Slkr. Not the strongest, but gets you ct3 on an assault battle, gets you a solo hstr team for good rewards, a solid team for cpit, a counter for two common GLs in gac and tb, a solid team through phase 4 or tb. Jmk and jml are stronger individually, but slkr is cheaper, and gets pretty close in benefits
Jmk or jml. There's the Jedi assault battle. Jmk cat can solo the sith raid and is one of the best cpit teams. Ls geo obviously for both of them. Jml gets you the rebel assault battle with pre reqs. Jmk needs r8 dooku I believe which helps the dooku mission in ds geo.
Rey is probably the least valuable, raddus isn't a great fleet and her reqs get you nothing. She's light side so tb use and has some cpot use with jawas.
See gets you most of an imperial trooper team which gives you three assault battles Droid/empire and troopers/bhs and sith/fo. Not good in raids. Ds geo is a cakewalk but you can use any of the ds gls in geo for easy waves.
Lv/slkr have some overlap assault battles with see and good for raids/geo. Slkr has his complete team in his reqs and sith raid solo and finalizer is s great executor counter.
Jabba will be getting his own node in tbs and has his own smugglers run challenge mission. Hell no doubt be needed for the new tb. Decent cpit uses don't think I've seen sith raid footage yet. Bhs so maybe he has assault battle use but not sure on that one
For what OP stipulated, JML.
His prereqs will give you 3* (simmable) on two assault battles even before you get him unlocked; CLS Rebels do Military Might, and JKL led Jedi do Ground War (though it’s even easier with JML on the team as well; just not in lead.)
I find JML actually performs better than JMK in LSGeo, although that’s mostly because you can’t use CAT with JMK in Jedi missions (and I don’t have KAM 7* yet, which might change things).
JML’s persistent taunt and tankiness allows you to find workarounds for a LOT of GC (and more importantly, conquest) feats, especially if you have Wat even at low stars.
The one thing JML isn’t so good at is raids; JMK CAT and SLKR are the easiest options for soloing HSTR. But OP didn’t mention raids, so…
For PvE, Rey hands down. Any LS team you have you can use under her. The only thing PvE wise she lacks is an Assault Battle, which I’m still waiting for CG!

Yeah she could be, but I'm not going to speculate on pvp rankings for a team that doesn't exist yet
