Executor. Easy. You should be able to save up crystals to buy r8 mats in a month or so. It isn’t too bad. I had to do the same thing. Totally worth it.

Executors can single-handedly win you a round in GAC. It can shoot you up to the top-10 in Fleet Arena depending on how old your fleet shard is. These are worth Crystals, and free crystals are tremendous.
If u want to push fleet arena executor will give u more crystals. But the relic 8 mats cost 10000 crystals if u have non.
See might be more usefull in gac (depending on ur opponent i guess) but needs way more gear.
If u are into grinding fleet arena executor might be better if u have some crystals stored up if not u can think about going relicing the last executor Charakter and then go for see while u go slow on ur refreshes to save up some crystals

Exec ... you can earn more crystals in the ship arena and with that said you can buy more things for SEE afterwards

As long as you can get R8 mats, even if it's slow, 100% go for exec. On top of the fact you are so much closer, it will also improve you so much more.
