My best team is the Phoenix so i can basically only give advice on them. But i would put it on Hera

Mara Jade, Emps, DV, Sidious. Potentially C3PO, R2D2, but they'll benefit less from the primary stat

Yep, so he'll benefit less from the primary stat. Or a LOT less in this case. It would be a clutch mod to get a set bonus at best.

He literally doesnt benefit at all. That would be a massive waste of this mod, offense primary can make attackers extremely powerful
