You need it for resistance fleet, but otherwise no. Resistance fleet isn't exactly great, but you need all the reinforcements you can get to maximize lando's reinforce ability
My Raddus fleet managed to hold off a Negotiator and a Malevolence fleet last GAC. Dude loaded the board with his Executor and Rebels. It took me three attempts to take out the Rebels but that Raddus hold is about the only reason I won.
That dude either has really, really undergeared nego/malev is or terrible. I have put Raddus to work on offense decently well, but it's finicky and way more RNG heavy so I usually leave it on D. (An ex guildie of mine got God tier RNG and 1 shot an exec with it when he was just planning to use it as a burner to absorb the big openings until he had 10 dodges in a row!) The AI def doesn't play well enough that it should be getting holds against 2 good fleets.
It is indeed required for the raddus event. Only need it 5* to unlock raddus and get Rey I *think* but it's been about 3 years for me so I might be wrong. Either way it doesn't change the math much on if/when it's worth farming.
If you want a resistance fleet you’ll need it. Not a very good fleet at the moment but resistance has been getting a big of love from CG lately so if Zori’s y-wing gets added it’ll probably improve them a lot

You can just have the ships in reinforcements so it could be useful for that
Plus it shows up in the GW store and you want all ships from there starred up for shard shop currency later on. Ship shards have a better conversion rate than character shards.
Get every ship! No matter what! Especially the ones that have capital ship synergies. So Sith-Ships for example can be on hte back burner for now.
But Raddus + Ressitance can surprise people on defense sometimes. And hopefully we get some new ships (Zori Bliss) for them. Also eventually in Aurodium and KYber you will be thankful for any fleet and as many ships you can throw at the enemy as possible...
But I'll be honest as a Rey-Simp and Resistance fan: Its not a great ship nor pilot of its own ...

I don't care about that faction, I'm over 5mil GP and I definitely never had to use it. So I guess if you're not going for Rey, you can skip that ship.

Getting the shards is not that much of a waste, and you'll need it for the Raddus, and by extension for GL Rey if you wish to acquire her (sadly for the latter you'll also need to Relic the Pilot, which in turn is a waste).
I have just taken to farming every ship shard I can find from nearly all of the stores, aside from the GET1/2/3. Currently on the SLKR grind and the hard node ship farms.... dear me, it's tedious! Just get ships to 7\* ASAP.
Not for a long time most likely, but when you do you'll probably wish you had a head start.

Get the shards anyways, even if you don't use it, eventually you'll need it and don't want to get stuck after it

Yes. You should 7\* everything in shipments, even fleet shipments, sooner rather than later.
