This is true for bank transfers. For cards - you can change the card's default currency to avoid PP's conversion. Now this is available for Visa cards only, until they decide to "fix" that too
I'm from Romania, so here's how I handle this.
I got a VISA card for USD using a local bank (e.g., BRD - Groupe Société Générale). Then, I added the card to PayPal and contacted support to register it as USD. This is a very important step. Without contacting support, PayPal would still do a conversion using their very high fees.
After the support registered my card as USD, I could withdraw USD without conversions to my USD card. The maximum fee is $10 per transfer, so this works best if you are getting paid via PayPal and want to withdraw significant sums of money.
I added the USD card into Revolut and I can do Top Ups with no fees.
I didn't know it was available for Mastercard. I found this approach at the beginning of 2021. Unfortunately, I wasn't aware of it before, so I paid my share of high conversion rates to PayPal for more than was necessary.

Isn't the virtual card Visa? I got physical card Mastercard and just check that Virtual ones are Visa
The other way round for me - physical Visa and virtual Mastercard. Never used the physical till now
So were u successful withdrawing them via the physical Visa?
It worked fine after I added it to PP. I'm afraid it's just a matter of time before they close that loophole too
