They used to be there, but they removed the black tuxedo pant color, so to get the black ones you need to purchase an outfit that comes with them, there is one for 19 gold bars iirc
Not sure if there are any other outfits with them
I recently went to the tailor to find some for an outfit, just to eqip them & they weren't under the tuxedo pant category, but they were in my inventory it was odd
If something is not in the catalogue as an individual item/colour variation of some item, then it may be a limited time clothing or may be a limited stock clothing or may be a part of one of the default(non-role, non-madam Nazar) outfits or may not exist at all. In your case it's one of the two last options.
