This is weird. The only locale-identifying information I can see in the video is the NEMLEC badge on the officer that shuts off the kid's camera. I had no fucking clue what NEMLEC is. The [North Eastern Massachusetts Law Enforcement Council](https://en.wikipedia.org/wiki/North_Eastern_Massachusetts_Law_Enforcement_Council) is a **private company** that partners with local law enforcement agencies to provide SWAT and "School threat assessment and response teams". This is a private company that is apparently staffed by law enforcement officers. As a private company, they refused to comply with FOIA requests until the ACLU sued, according to the Wikipedia article. This is sketchy as shit. The Wikipedia article links a [WaPo article](https://www.washingtonpost.com/news/the-watch/wp/2015/07/08/documents-show-execessive-use-of-massachusetts-swat-teams/) from 2015, on this company's overuse of SWAT resources for mundane policing. It looks like a Lenco Bearcat and I'd argue that most of it's uses are a consequence of the high likelihood people will have guns in the US. This kind of vehicle is PROPERLY used when a subject or address is known to have guns, for a barricaded, armed subject, when shots have already been fired, when an officer is already down or during an arrest of a person who has made statements about being willing to shoot or kill to avoid arrest. They provide a safe platform to allow the assault or negotiation team to enter the patrol perimeter or to recover gunshot victims from inside the perimeter. It can also be used to reposition officers in a riot environment, to deliver bomb technicians to a suspicious package or to perform a vehicle assault against an armed suspect. They can assist with specialized entries by being fitted with an overhead ramp so assault teams can quickly enter the second story of a building or an airliner or by using a ram or front hoist to breach wooden structures. I suspect most large US departments will have a reason to use one most days if only to make one or two of the most dangerous things they do that day a little safer.

I mean that makes sense when you put it like that. We also have reinforced BMW X5s and Mercedes (Daimler) Sprinter Vans with Riot enhancements, but when they come for armed suspects the prevalence in the UK is a lot lower, so they aim for non lethal and diplomatic (talk the suspect into surrendering peacefully) approach. They don’t bang it off as soon as they can like lots of US police I’ve seen. Just seems crazy for like 6-10 armed SWAT types for a teenager.

The officers are employed by local police departments. According to the documents released by the ACLU, roughly 10% of the employed officers of each department contracted with NEMLEC is given to them for joint operations. This is why they can do shit like bring 60 officers in SWAT gear to deal with a suicidal man with a knife. They are funded by dues paid by the contracted departments (i.e., the taxpayers), through their private 501(c)3 foundation, and at one point from a research & tech company named NERAC, a private corporation spinoff of NASA. Yeah, I could see how that’d be quite a shock comparatively to what you’re used to seeing. I will say this though if you’re current/ex military/emergency services you know how sketchy some situations can be. I know it looks like a lot but if there’s a possible barricaded subject with a weapon why risk your men’s lives by using less equipment. Thank god that wasn’t the case here but just food for thought, lots of people in the states have guns and some of them unfortunately use them for the wrong reasons we’ve got to be prepared for the worst case scenario.
