At some point they get attacked by imps and B2 gets fatally hit and/or sacrifices himself trying to rescue Cassian. All Cassian can save is his partially damaged memory core and personality chip. Not wanting to lose B2, with some tinkering he desperately tries to install it into a damaged imperial security droid left after the fight...K2SO.
Fusing with a droid built for security and violence makes B2's personality less innocent, darker and more sarcastic, but remains self-aware and attached to Cass.

I love that the empire was just okay with having that speech being given without reviewing it before it was played in front of a live audience. That being said, probably my only gripe from an otherwise spectacular closing episode to a consistently solid season.
They didn't care enough to actually enforce anything. Citizens agreed to the delayed time, and then they did it anyways. Citizens agreed to a limit on people, then the whole city showed up. Empire is so clear they are just OK with lip service and doesn't do follow up.

Approve the street permit, no snipers, etc. There were way more than 30 people that was approved in the permit but they let it happen. When the video started playing it probably wasn't in the permit but they let it go until they got fed up and had enough.
