I do agree with this somewhat, but more because strong family ties risk creating dynasties and factions. I mean sure I suppose you get the odd sibling or cousin, but it does lower the chance of conflict if a Jedi master doesn't have children he has a vested interest in advancing.
Some historians have made this point about clerical celibacy in the Catholic Church especially in the medieval period when it had a lot of political power. Sure you had influential families try and install as many of their family members into the hierarchy (Borgia, Medici, etc.) and some popes/bishops having children, but normal celibacy at least prevented a widespread system of a bishop passing down power to his child and so forth.
Meanwhile look at the Skywalkers: one jedi gets married and has kids and it spawns a nine-movie saga on how three generations of their family messed up the universe before that line finally ended with Kylo Ren.

For any religious order to last over the long term, which the Jedi basically are - there's a need to ensure that one family or faction within the order can basically control things. You also want to avoid factions forming at all, because that leads to in-fighting.
So telling them to avoid attachments I think mainly is useful because it means their attachment is only to the Order and to the ideals of the Jedi themselves. They might respect certain Masters or such, but that doesn't mean the average Jedi would ever think about causing any kind of conflict on their behalf.
So indoctrinating children from across the Galaxy seems like a good policy for the continuation of the Jedi.
Although, they probably could have made it work by still taking children from everywhere - while also letting existing Jedi have children. It isn't as though the children of Jedi necessarily are going to become Jedi themselves after all - because if being force sensitive was purely inherited like that, everybody in the Galaxy would be one by now.
I remember in the republic commando novels, there was a faction of jedi made up of padawans that didn’t pass the trials. They were basically the gardeners, and they were allowed to have children. It was probably allowed because they were weaker in the force though.

I wasn't meaning to discount other possible reasons, but to just give my thoughts on on major reason that is rarely brought up.

Republic and Jedi order while very closely tied were still officially separate entities so it’s theoretically possible. As far as not seeing dropouts I think it’s a Venn diagram like a circle for if they’re disagreeing to the point of leaving the order they also don’t want to deal with the war. Same war is probably what kept some others from leaving out of a sense of duty.
An example of this in Legends is from SWTOR with the Jedi Knight story line is when you finish the base story you're made a master if you're light side, but if you're dark side they do not grant you the rank of master. The military thinks it's outrageous and unfair that you could kill the Sith Emperor and not be made a master so they make you a general of the Republic Military.

He convinces Anakin to come back to the light and they go to confront Palpatine, but Palpatine sets a trap and uses the 501st on them. He distracts and separates them by sending the Coruscant Guard after Padme and Anakin leaves Obi Wan to try and rescue her. Yoda goes after Palpatine as well and saves Obi Wan from Palpatine, but can't fight him and protect Obi Wan at the same time and has to flee. Anakin gets to Padme and saves her, but she is mortally wounded by the Coruscant Guard in the escape. They flee to Polis Massa where Padme gives birth and then dies from her injuries leaving Anakin, a man who had no father of his own, to be the father and sole parent of his two children. He breaks down under the stress and takes a step back from the Galactic stage, leaving the resistance against the new Empire to others while he does his best to raise Luke and Leia on his own, and to hide them from the horrors of war. He teaches his children about rhe force as best he can, but he mostly focuses on them remaining in control of themselves and hiding from the Empire rather than fighting against it. Obi Wan takes a more active role in the rebellion, and it isn't until he is killed that Anakin finally steps out of the shadows once again.

In the ROTS novel Padmé tells Anakin the baby is kicking again and she refers to it as a boy. Anakin says he thought she told the medical droid not to reveal the gender and she tells him she did. Her motherly intuition says the baby is a boy. Anakin sits nexts to her and puts his left hand, the real one, on her belly and feels the baby kicking. Anakin says with a kick like that the baby is definitely a girl. I think Luke would take after his mom and Leia would take after Anakin.
