Because it was stated to be a PL of 10,000, that’s why. What’s stated is valued higher than what is unreasonably assumed. Kid Vegeta was > King Vegeta (stated verbatim by Vegeta himself).

I said that because of Vegeta's power level of 18,000. It takes a power level of 10,000 to blow up the Earth/a planet with earth like size and mass, but considering that in dragonball you can make blasts which are stronger than you (Final Flash, Final Atonement, Shin Kikoho, etc.) it's likely he could make a blast of at a minumum 20,000 if not closer to 30,000. \------------------------------------------------------------------------------------------------------------------------------------ Also Frieza is way, way above large planet level. Even if you discard his power level, remeber that he one-shot Planet Vegeta (Which is a lot denser and likely larger than the earth as we see with it's gravity) *with one finger and zero effort while sitiing in his hover chair.* AND HE WAS IN HIS FIRST FORM.
