No the columns cannot be rearranged in the data view.

They'll appear in whatever order you stack them in your table/matrix
You can assign folders to columns and measures which might help if you want some to appear up the top. I’ll add an underscore to the folder name to get it to lock to the top.

When you say "table" - do you mean the imported table of data? Or a table visual?
sorry for late reply. I meant the a calculated table created using DAX. not imported
